Article 5 of the Marriage Registration Regulations stipulates that mainland residents who apply for marriage registration shall provide the following documents and proof materials:
（1） My household registration book and ID card;
（2） I hereby declare that I have no spouse and no direct blood relationship or collateral blood relationship within three generations with the other party.

1. Application. Both the man and woman who request marriage must present their household registration certificate, resident ID card, and a signed declaration stating that they have no spouse and no direct blood relationship or collateral blood relationship within three generations with the other party. Apply for marriage registration together at the marriage registration authority in the place where one party's household registration is located. Both men and women must be present when applying for registration. If you have been divorced before, you should also hold a divorce certificate. In places where premarital examinations are conducted, a hospital certificate of premarital examination should also be held.
2. Review. When reviewing the marriage application of both parties, the registration authority may, if necessary, require the parties to provide relevant proof materials, conduct necessary investigations, or designate a project for medical appraisal.
3. Registration. After examination by the marriage registration authority, if it is deemed that the marriage conditions are met, registration is allowed and a marriage certificate is issued. If the marriage registration authority refuses to register, it shall issue a written explanation stating the reasons for the refusal to register.
