Establishing marriage registration files and keeping them for a long time is a requirement for marriage registration agencies under the Marriage Registration Regulations, which will come into effect on October 1st. The relevant person in charge of the Ministry of Civil Affairs pointed out that the specific management measures for marriage registration archives shall be formulated by the civil affairs department of the State Council in conjunction with the national archives management department. The person in charge said that according to the regulations, after receiving a copy of the judgment of the people's court declaring the marriage invalid or revoking the marriage, the marriage registration authority should include the copy of the judgment in the parties' marriage registration files.
The regulations also stipulate that in case of loss or damage, the parties may apply for a replacement with their household registration book or ID card to the original marriage registration authority or the marriage registration authority where one party's permanent household registration is located. If the marriage registration authority verifies the marriage registration files of the parties and confirms their authenticity, it shall issue marriage certificates and divorce certificates to the parties.
