In 2003, 2418 pairs of marriage registration involving foreigners, overseas Chinese and residents of Hong Kong and Macao were handled in the city, down 10.58% from 2002, involving 56 countries and regions. 2、 Produce publicity

The Municipal Civil Affairs Bureau, together with the Municipal Justice Bureau and the Municipal Law Publicity Office, jointly launched the Marriage Regulations Promotion Week activity, and organized streets (townships) to use bulletin boards, banners, cultural performances, and other forms of publicity. More than 20000 copies of promotional materials were distributed, achieving good publicity and education effects.
During the 2003 National Day holiday, in order to comply with the official implementation of the Marriage Registration Regulations, 20 marriage registration agencies in this city gave up their holiday breaks and carried out marriage registration activities for citizens. A total of 5442 marriage registrations and 326 divorce registrations were processed, setting the highest record in the history of marriage registration in this city.
In order to enhance the legal awareness of marriage parties and promote the construction of spiritual civilization in this city, the city has taken the lead in introducing the "specially invited marriage certificate issuer" system nationwide. 3、 Construction of Marriage Integrity Mechanism

4、 Marriage Introduction Agency Management
In 2003, after canceling the pre-approval process for establishing domestic marriage introduction agencies, the Municipal Civil Affairs Bureau actively guided districts (counties) to explore the supervision and management of marriage introduction agencies, achieving good results. Putuo District has launched a pilot project in Changshou Road Street to shift the focus of daily management of marriage introduction institutions. Through personnel training and the development of management plans, an evaluation and review system for marriage introduction institutions has been established, and qualification evaluations have been conducted for institutions applying for establishment; Baoshan District regularly organizes policy training and professional ethics education for the heads of marriage introduction agencies in its jurisdiction. At the same time, each district (county) has further strengthened the law enforcement inspection of marriage introduction agencies. Xuhui District conducted inspections on 14 institutions within its jurisdiction, including the installation of "three certificates" on the wall and the disclosure of fee standards; Jing'an District has imposed administrative penalties on two illegal branches within its jurisdiction, ordering them to cease operations and safeguarding the legitimate rights and interests of the parties involved. 5、 Daily management
In February 2003, the Municipal Civil Affairs Bureau issued a notice on carrying out the Shanghai Civil Affairs System Demonstration Marriage Registration Office Standard Compliance Activity. The Notice has made provisions on the venue, facilities, team, and institutional construction of the demonstration marriage registration office.
In March 2003, the Municipal Civil Affairs Bureau issued the "Shanghai Civil Affairs Bureau's Notice on<上海市婚姻介绍机构管理办法>Regulations on the Implementation of Administrative Penalties in China. The Regulations are based on Article 26 of the Shanghai Municipal Government's "Management Measures for Marriage Introduction Agencies", which specifies the range of penalties for illegal acts committed by marriage agencies in providing services. This provides operational norms for guiding district and county civil affairs departments to correctly implement municipal government regulations.
In September 2003, the Municipal Civil Affairs Bureau held two sessions of training on marriage regulations and practical operations in conjunction with the promulgation and implementation of the Marriage Registration Regulations. The training content includes registration operations for marriage, divorce, and certificate supplementation; Punishment and file management; Information technology for online services, etc. More than 120 marriage registration officers in the city participated in the training in batches and obtained qualification certificates for their positions.

6、 Marriage work in the first quarter of 2004
The evaluation of "Shanghai Model Marriage Registration Units" and "Shanghai Excellent Marriage Registration Officers" was carried out in accordance with the standards of "Shanghai Model Marriage Registration Units" and "Shanghai Excellent Marriage Registration Officers" formulated in early 2003. The preparation work for the establishment of the Shanghai Marriage (Adoption) Registration Center is in accordance with the approval of the Municipal Editorial Board for the establishment of the Shanghai Marriage (Adoption) Registration Center by the Municipal Civil Affairs Bureau. The Marriage Management Office, together with the Organization and Personnel Department of the Bureau, is actively carrying out various preparations for the establishment of the center, including legal person registration and open recruitment of staff, striving to make the Shanghai Marriage (Adoption) Registration Center operational by May.

7、 Marriage work in the second quarter of 2004
1. We have conscientiously implemented the spirit of the Ministry of Civil Affairs on issuing the "Certificate of No Marriage Registration Record" document, and combined it with the actual situation in Shanghai, formulated normative documents for specific implementation operations, unified the procedures, forms, and documents and certificates required by marriage registration authorities at all levels in the city to issue the "Certificate of No Marriage Registration Record", and officially launched this convenient service in the city on April 15th.
4. We conducted a survey and research on the institutions, systems, and marketization of marriage services of the marriage registration agencies of the district and county civil affairs bureaus, and identified the situation, proposing countermeasures and suggestions; And promote the construction of a marriage integrity system and carry out the work of social workers as marriage guides.
5. We have carried out the production of uniform clothing for marriage registration staff throughout the city, and completed the production and sent it to all marriage registration agencies in the city by the end of April. 6. We actively carried out the establishment and operation of the Shanghai Marriage (Adoption) Registration Center, processed the legal person registration and organizational code certificate of the center, and completed the public recruitment of center staff. 9. Draft normative documents for the standardized management opinions of Shanghai marriage registration authorities. Clarify the relevant opinions on organizational support, personnel establishment, funding, as well as business work, daily management, archive management, and inspection and supervision of the marriage registration authority.
10. Convene the Shanghai Marriage Registration Work Conference, convey the opinions of the National Marriage Registration Work Conference, and arrange for Shanghai to implement them. Issue opinions on the standardized construction of marriage registration authorities in this city, and strictly prohibit the unauthorized charging of marriage registration fees.
11. 8、 Marriage work in the third quarter of 2004
1. Conduct a research project on the current situation, problems, and management strategies of marriage agencies in the city, distribute 7000 sampling survey forms, develop research work plans, hold symposiums with some district and county department heads, conduct research on the ten governing units of marriage agencies, visit the Municipal Price Bureau, Municipal Industry and Commerce Bureau, Municipal Communication Bureau and other departments, and basically complete the preliminary draft of the research report and the provisional standards for qualification level evaluation of marriage agencies (draft for soliciting opinions), as well as the service rules of the marriage industry (draft for soliciting opinions) and other attachment materials;
2. Carry out law enforcement inspections of marriage registration agencies in Pudong, Zhabei, Yangpu, Jiading, Qingpu, Xuhui, Nanhui, Putuo and other districts and counties, with a focus on spot checks on legal registration, implementation of "three separations" and fee collection;
3. Collect and revise the "Management Measures for Municipal Marriage Introduction Institutions" revised by the municipal government, and provide feedback on the implementation of penalties;
4. Drafted and formulated ten rules and regulations for the reception at the marriage registration office window in the district;
5. Prepare for the on-site meeting on the evaluation of adoptive families in Shanghai and complete the preparation of meeting materials;
6. Convene a coordination meeting with the Municipal Development and Reform Commission to study specific solutions for factual adoption;

7. The Huitong Marriage Agency Management Association provided on-the-job training for 85 newly qualified teachers for marriage agencies;
8. The Enforcement and Supervision Department of the Huitong Bureau conducted law enforcement inspections on ten illegal marriage agencies;

11. Participate in the law enforcement inspection of marriage registration organized by the Ministry of Civil Affairs in Chongqing and Sichuan provinces;
12. Complete the qualification training for adoption registration officers and newly employed marriage registration personnel;
13. Develop ten rules and regulations for marriage registration agencies in districts and counties, standardize internal management mechanisms, standardize the workflow of marriage and adoption registration officers, and issue them to districts and counties for implementation;
14. Participate in some city marriage registration work exchange meetings, discuss new situations arising from the implementation of regulations, mainly cases of mental illness registration and impersonation registration, and request the Ministry of Civil Affairs to introduce relief policies;

16.
