According to Article 4 of the Marriage Registration Regulations, when mainland residents get married, both the man and the woman should jointly go to the marriage registration authority in the place where one party's permanent household registration is located to handle the marriage registration. If a Chinese citizen marries a foreigner in the mainland of China, or a mainland resident marries a Hong Kong resident, a Macao resident, a Taiwan resident, or an overseas Chinese in the mainland of China, both men and women shall jointly go to the marriage registration office in the place where the mainland resident's permanent residence is located to register their marriage.
That is to say, if one of the couple who applies for marriage registration has a Shanghai household registration, they can apply for it in Shanghai. If neither of them has a Shanghai household registration, they cannot apply for it in Shanghai. To apply for a marriage certificate, one needs to go to the registered residence of one party.
Mainland residents who apply for marriage registration shall provide the following documents and proof materials:
1. My household registration book and ID card;
2. I hereby declare that I have no spouse and no direct blood relationship or collateral blood relationship within three generations with the other party.

2. Both parties shall personally apply to the marriage registration authority and fill out a "Declaration of Application for Marriage Registration". It is not allowed to entrust relatives, parents, siblings, lawyers, and others to apply for marriage registration on their behalf.
3. Both parties must personally sign or fingerprint in the "declarant" column of the "Application for Marriage Registration Declaration" in front of the marriage registrar.
4. The marriage registration authority reviews the documents and statements submitted by both parties, and if they meet the conditions for marriage registration, they are allowed to register.
The Marriage Registration Regulations of our country specifically stipulate that during registration, both parties must bring their own household registration book and ID card to the marriage registration authority in the place where one party's permanent household registration is located to handle the marriage registration.
