On March 3, 1959, the Ministry of Internal Affairs pointed out in the Letter on Examination Procedures for Marriage between Chinese and Temporary Foreigners in China that: "First, all foreigners who come to China temporarily, whether diplomats, consuls, public servants, general staff, experts, overseas students, etc., should comply with China's requirements for marriage with Chinese, and both men and women should personally apply for registration at the local marriage registration authority.
2、 For the convenience of examination, the marriage registration authority should require foreign parties who come to China temporarily to submit a certificate issued by the relevant authorities of their country stating that they do not have a married spouse, and to handle notarization and authentication according to the usual procedures (except for countries that mutually exempt notarization and authentication with China); Alternatively, the foreign party may apply for a certificate from their embassy in China to prove that they do not have a married spouse. Such a certificate does not require notarization or authentication, otherwise registration cannot be granted.
The procedures for notarization and authentication are generally applied for by foreign parties to obtain a certificate from their own notary public or relevant authorities to prove that they do not have a married spouse, and must be authenticated and stamped by their own country's Ministry of Foreign Affairs and the Chinese embassy in that country. ”
