The people's governments of provinces, autonomous regions, and municipalities directly under the Central Government may determine the specific authority for rural residents to handle marriage registration in accordance with the principle of convenience.
  If a Chinese citizen marries a foreigner in the mainland of China, or a mainland resident marries a Hong Kong resident, a Macao resident, a Taiwan resident, or an overseas Chinese in the mainland of China, both men and women shall jointly go to the marriage registration office in the place where the mainland resident's permanent residence is located to register their marriage.   What is the specific procedure for marriage registration?
  Marriage registration can be roughly divided into three stages: application, examination, and registration.
  According to Chapter 4 "Marriage Registration" of the "Interim Norms for Marriage Registration Work" issued by the Ministry of Civil Affairs on September 25, 2003, the specific procedures are as follows:
  Article 21: Marriage registration shall be handled in accordance with the procedures of initial review, acceptance, examination, and registration (certification).
  Article 22: The conditions for accepting marriage registration applications are:
  (1) The marriage registration office has jurisdiction;
  (2) Require both the man and the woman to apply together at the marriage registration office;
  (3) The male party shall be at least 22 years old, and the female party shall be at least 20 years old;
  (4) Both parties have no spouse (unmarried, divorced, widowed);
  (5) There is no direct blood relationship or collateral blood relationship within three generations between the parties involved;
  (6) Both parties voluntarily marry;
  (7) The parties involved shall submit three 2-inch recent half body, bareheaded photos of both parties;
  (8) The parties hold the documents specified in Articles 23 to 28 of this regulation.
  Article 23: Mainland residents who apply for marriage registration shall submit their permanent household registration book and resident identity card.
  The name, gender, and date of birth on the resident ID card and the permanent household registration book should be consistent; If there is inconsistency, the parties should first go to the relevant department for correction.

  Article 24 Hong Kong residents who apply for marriage registration shall submit:
  (1) Mainland Travel Permit for Hong Kong and Macao Residents or Homecoming Permit for Hong Kong and Macao Compatriots;
  (2) Hong Kong Resident Identity Card;
  (3) A statement notarized by a notary public appointed in Hong Kong stating that I have no spouse and no direct blood relationship or collateral blood relationship within three generations with the other party.
  Article 25: Macao residents who apply for marriage registration shall submit:
  (1) Mainland Travel Permit for Hong Kong and Macao Residents or Homecoming Permit for Hong Kong and Macao Compatriots;
  (2) Macau Resident Identity Card;
  (3) A statement notarized by a notary public in Macau stating that the individual has no spouse and no direct blood relationship or collateral blood relationship within three generations with the other party.
  Article 26: Taiwanese residents who apply for marriage registration shall submit:
  (1) Taiwan residents' Mainland Travel Permit or other valid travel documents;
  (2) A valid identification document of the individual residing in Taiwan;
  (3) A statement notarized by a notary public in Taiwan stating that the individual has no spouse and has no direct blood relationship or collateral blood relationship within three generations with the other party.
  Article 27 Persons who go abroad and overseas Chinese shall submit the following documents for marriage registration:
  (1) My valid passport;
  (2) A certificate issued by a notary public or authorized agency in the country of residence, authenticated by the embassy or consulate of the People's Republic of China in that country, stating that the individual has no spouse and no direct blood relationship or collateral blood relationship within three generations with the other party, or a certificate issued by the embassy or consulate of the People's Republic of China in that country stating that the individual has no spouse and no direct blood relationship or collateral blood relationship within three generations with the other party.
  The relevant certificates issued by countries that do not have diplomatic relations with China shall be authenticated by the embassy or consulate of a third country that has diplomatic relations with both the country and China, or by the embassy or consulate of a third country in China.
  Article 28 For marriage registration, foreigners shall submit:
  (1) My valid passport or other valid international travel documents;
  (2) A certificate issued by a notary public or authorized agency in the country of residence, authenticated by the embassy or consulate of the People's Republic of China in that country, or authenticated by the embassy or consulate of that country in China, stating that the individual has no spouse; Or a certificate of no spouse issued by the embassy or consulate of the host country in China.
  The relevant certificates issued by countries that do not have diplomatic relations with China shall be authenticated by the embassy or consulate of a third country that has diplomatic relations with both the country and China, or by the embassy or consulate of a third country in China.
  Article 29: When a marriage registrar accepts an application for marriage registration, they shall follow the following procedures:
  (1) Verify the corresponding certificates and supporting materials as stipulated in Articles 23 to 28 of this regulation;
  (2) Inquire about the marriage intention of the parties involved;
  (3) Both parties who voluntarily marry shall fill out a "Declaration of Application for Marriage Registration";
  The signature in the "declarant" column of the "Application for Marriage Registration Declaration" must be completed by the declarant in front of the proctor;
  If the parties cannot write, they shall orally speak and the marriage registrar shall fill it out on their behalf. After the marriage registrar completes the filling on behalf of the parties, it should be read out. If the parties believe that the information filled in is correct, they should press their fingerprints in the "declarant" column. The "declarant" column shall not be blank, nor shall it be filled in or fingerprinted by others on behalf of the declarant;
  (4) The parties read out their own declaration, and the marriage registrar acted as the supervisor and signed in the supervisor column.
  Article 30: The marriage registrar shall review the documents, certificates, and declarations submitted by the parties involved. If they meet the conditions for marriage, they shall fill out the "Marriage Registration Review Processing Form" and marriage certificate.

  Article 34: The issuance of a marriage certificate shall be carried out in the presence of both parties according to the following steps:
  (1) Verify the names, dates of birth, and marriage intentions of both parties involved;
  (2) Notify both parties of the legal relationship, marital rights, and obligations after obtaining the marriage certificate;
