According to the new regulations, the civil affairs department of the county-level people's government or the township (town) people's government is the authority for mainland residents in China to handle marriage registration. Provincial, autonomous region, and municipality people's governments can determine the specific authority for farmers to handle marriage registration based on the principle of convenience. The common practice of urban residents registering their marriage at the city street office and rural residents seeking marriage from the township government, which has been in use for over half a century, will no longer exist.
The relevant person in charge of the Ministry of Civil Affairs pointed out that the newly promulgated Marriage Registration Regulations have clarified the principle of centralized and unified management of registration. This means that in the future, street offices will no longer handle marriage registration, and township governments will no longer be the only authority for rural residents to handle it.
Experts point out that centralizing marriage registration agencies can not only facilitate the public and standardize the registration system, but also curb the phenomenon of charging fees for borrowing, issuing, and hitchhiking in rural areas and reduce the burden on farmers.
