Article 8 of the Marriage Law of our country stipulates: "Both men and women who are required to get married must personally go to the marriage registration office to register their marriage. Those who meet the requirements of this law shall be registered and issued a marriage certificate, thus establishing the marital relationship. This regulation states:
(1) Registration is a mandatory legal procedure for marriage.
(2) Registration is the only legal procedure for marriage.
(3) Implementing a marriage registration system is necessary for strictly enforcing the Marriage Law and protecting marital relationships.
(4) Implementing a marriage registration system can enhance the legal awareness of the parties involved, promote legal education and socialist moral education, reduce disputes, maintain stability and unity, and protect the legitimate rights and interests of the parties involved.
China's marriage registration authorities: The "Marriage Registration Regulations" issued and implemented in 1994 specifically stipulate the methods for handling marriage registration. Article 5 of the Regulations stipulates that "the marriage registration administration organ shall be the civil affairs department of the sub district office or the municipal people's government not divided into districts in the city, and the people's government in the countryside, ethnic townships, and towns." The jurisdiction of marriage registration shall, in principle, be compatible with the scope of registered residence administration.
If the parties applying for marriage registration have any of the following circumstances, the marriage registration management authority shall not register:
（1） Those who have not reached the legal age for marriage;
（2） Involuntary;
（3） Those who already have a spouse;
（4） Belonging to direct blood relatives or collateral blood relatives within three generations;
（5） Those who suffer from diseases that are prohibited by law from getting married or have their marriage postponed.
