Article 1 If a resident of this Municipality and a foreigner, overseas Chinese, a resident of Hong Kong Special Administrative Region, a resident of Macao or a resident of Taiwan ask for marriage in this Municipality, or if he or she voluntarily agrees to divorce in this Municipality with an overseas Chinese, a resident of Hong Kong Special Administrative Region, a resident of Macao or a resident of Taiwan, both the male and female parties must jointly apply to the municipal civil affairs department for divorce registration (collectively referred to as marriage registration).
Article 2: The municipal civil affairs department shall complete the examination within 30 days from the date of accepting the marriage registration application, and notify both the male and female parties in writing to register the marriage for those who meet the conditions, and issue or.
Both male and female parties who meet the conditions for marriage registration shall jointly obtain the marriage certificate or divorce certificate from the municipal civil affairs department within three months from the date of receiving the certificate issuance notice. If the certificate is not obtained within the prescribed time, it shall be deemed as the withdrawal of the application. If the issuance deadline needs to be extended due to special circumstances, a written application should be submitted to the municipal civil affairs department within the issuance deadline. After approval, the issuance deadline can be extended, but the extension period shall not exceed three months.
Article 3 The establishment of a marriage consultation institution involving foreigners, overseas Chinese, Hong Kong Special Administrative Region residents, Macao residents, and Taiwan residents shall be approved by the municipal civil affairs department and obtain a marriage consultation license.
Article 4 No unit may engage in marriage introductions involving foreigners, overseas Chinese, residents of the Hong Kong Special Administrative Region, residents of the Macao region, and residents of the Taiwan region.
No individual may, for the purpose of making profits, engage in marriage introductions involving foreigners, overseas Chinese, residents of Hong Kong Special Administrative Region, residents of Macao and residents of Taiwan.
Article 5: Those who violate the provisions of Article 3 and Article 4 of these regulations shall be ordered to make corrections by the municipal civil affairs department and fined not less than 10000 yuan but not more than 50000 yuan; For serious cases, a fine of not less than 50000 yuan but not more than 200000 yuan shall be imposed; If the circumstances are particularly serious, a fine of not less than 200000 yuan but not more than 500000 yuan shall be imposed. Any illegal gains shall be confiscated.
Article 6: These regulations shall come into effect on December 1, 1998.
