According to this provision, if a Chinese citizen marries a foreigner in China (including a foreigner resident in China or a temporary visitor to China, a Chinese foreigner, or an alien residing in China), both the male and female parties must jointly apply for registration at the marriage registration authority designated by the people's government of the province, autonomous region, or municipality directly under the Central Government where the Chinese citizen's household registration is located. When applying for registration, the party concerned must hold the following certificates: Chinese citizens: 1. proof of his registered residence; 2. The name, gender, date of birth, ethnicity, and marital status (unmarried, divorced, widowed; the same applies below) issued by the county-level people's government or the county-level or higher government, school, institution, or enterprise unit where my household registration is located; Proof of occupation, nature of work, and applicant for marriage. Foreigner: 1. My passport or other identity and nationality documents; 2. The Alien Residence Permit issued by our public security organ, or the identity certificate issued by the foreign affairs department, or the entry and residence certificate for a temporary visit to China; 3. A marriage status certificate issued by a notary public in the country and authenticated by the Ministry of Foreign Affairs (or authorized agency of the Ministry of Foreign Affairs) and the Chinese embassy or consulate in that country, or a marriage status certificate issued by the Chinese embassy or consulate in China. Foreign nationals: 1. Personal passport or identity and nationality documents in place of passport (stateless individuals are exempt from submission); 2. Alien Residence Permit issued by our public security organ; 3. A certificate of my name, gender, date of birth, marital status, occupation, and who I am applying to marry issued by the county-level people's government or the county-level or higher government, school, institution, or enterprise unit where my household registration is located or where I work. In addition, both parties applying for marriage must submit a pre marital health examination certificate issued by a designated hospital of the marriage registration authority and photos of both parties. With regard to the marriage application with complete certificates mentioned above, after the examination of the marriage registration authority, it is found that the marriage conditions specified in the Marriage Law of the People's Republic of China are met and that Chinese citizens are not persons prohibited from marrying foreigners in the regulations, they are allowed to marry, and the registration formalities are completed within one month, and a marriage certificate is issued.
