What is the marriage registration process in Beijing in 2022

Marriage registration shall be handled in accordance with the procedures of "preliminary review", "acceptance", "examination" and "registration (issuance of certificates)".
1. The parties concerned submit their certificates and supporting materials;
2. The marriage registrar checks the corresponding certificates and supporting documents.
3. The marriage registrar asks the parties about their willingness to marry.
4. Both parties who voluntarily marry shall each fill out a "Declaration of Application for Marriage Registration" and sign it in the presence of the marriage registrar.
5. The parties read out their own declarations, and the marriage registrar, as the supervisor of the oath, signs in the supervisor column.
6. The marriage registrar examines the certificates, proofs and statements submitted by the parties. If the conditions for marriage are met, the registrar fills out the "Marriage Registration Review and Processing Form" and issues the marriage certificate.
7. Issue the marriage certificate.
1. One of the parties has a registered residence in Beijing.
2. The male party must be at least 22 years old and the female party at least 20 years old.
3. Neither party involved has a spouse (unmarried, divorced, or widowed).
4. The two parties have no direct blood relationship or collateral blood relationship within three generations.
5. Both parties voluntarily marry.
6. The parties concerned shall submit four recent half-length, bareheaded photos of both sides, each about 2 inches in size.
7. The parties concerned shall present the certificates as stipulated in Articles 23 to 28 of the Interim Provisions on Marriage Registration Work.
Chinese citizens apply for marriage within the territory of China.
Both parties must personally apply for marriage registration at the marriage registration authority of one party's place of household registration. When applying, they should present the following certificates and proofs:
(1) Household registration certificate;
(2) Resident identity card;
Those who have been divorced should also hold a divorce certificate. If the divorced parties wish to restore their marital relationship, both must personally apply for remarriage registration at the marriage registration authority of the place where one party's household registration is located.
2. Chinese citizens applying for marriage with foreigners (including those who are permanently or temporarily residing in China, overseas Chinese, and foreign residents who have settled in China) within the territory of China.
Both the man and the woman must jointly apply for registration at the marriage registration authority designated by the people's government of the province, autonomous region or municipality directly under the Central Government where the Chinese citizen's household registration is located. Chinese citizens and foreigners applying for registration must hold the following documents respectively:
1) Chinese citizens must hold:
(1) My household registration certificate;
(2) A certificate issued by the county-level people's government of the applicant's household registration place or the county-level or above organ, school, institution or enterprise where the applicant works, stating the applicant's name, gender, date of birth, ethnicity, marital status (unmarried, divorced, widowed), occupation, nature of work and the person with whom the applicant is applying to marry.
2) Foreigners must hold:
(1) My passport or other identity and nationality documents;
(2) The "Foreigner's Residence Permit" issued by the public security organ, or the identity document issued by the foreign affairs department, or the entry and residence permit for temporary visits to China;
(3) A certificate of marital status issued by a notary office of that country and authenticated by the Ministry of Foreign Affairs of that country (or an authorized agency by the Ministry of Foreign Affairs) and the Chinese embassy or consulate in that country, or a certificate of marital status issued by the embassy or consulate of that country in China.
3) Foreign residents must hold:
1) My passport or an identity or nationality document in liability-based (stateless persons are exempted from submission);
2) The "Foreigner's Residence Permit" issued by the public security organ;
3) A certificate issued by the county-level people's government of the applicant's household registration place or the county-level or above organ, school, institution or enterprise where the applicant works, stating the applicant's name, gender, date of birth, ethnicity, marital status (unmarried, divorced, widowed), occupation, nature of work and the person with whom the applicant is applying to marry.
3. Any Chinese citizen or foreigner who has complete documents and complies with the law may apply to the marriage registration authority with their documents and photos of both the man and the woman.
4. The parties applying for marriage registration shall truthfully provide the relevant certificates and proofs as prescribed to the marriage registration authority and shall not conceal the true situation.
Article 8 of the "Marriage Law" stipulates that both the man and the woman who wish to marry must personally go to the marriage registration authority to register their marriage. Those who meet the provisions of this Law shall be registered and issued a marriage certificate. Upon obtaining the marriage certificate, the marital relationship shall be established.
